Here is another patch that seems to work on Drupal 10.1.

It fixes the core_version_requirement, as well as the constructor of SystemController now requiring a module extension list (deprecated before 10.0: https://api.drupal.org/api/drupal/core%21modules%21system%21src%21Contro...) and fixing the usort with a function that is now removed ( https://www.drupal.org/node/3225999 → )
