You can change the language at will when exporting, and import it in the desired one.
I find this functionality impractical

Checked on the original code.
I created several taxonomy terms with references to users
exported, deleted terms and imported in various ways (via file and drush).
I was unable to reproduce any errors.

I tested with both links and Entity embeds
