After some testing with version 1.9 it seems that TFA now works okay with multiple validation plugins and allows a user to setup a non-default plugin only (with the exception of issue #3478989 🐛 One setup step remaining, two QR Code Scans required Active ). Since that was my motivation for opening this issue I'm closing it as outdated. If someone has another reason to replace the default validation plugin with use priority please reopen it.

I see the error happens during the system_post_update_add_langcode_to_all_translatable_config update. Not sure if the expected schema structure changed at some point or if it's been broken all this time, but your changes seem to fix the issue on 10.3 without breaking anything on earlier versions, so. Merged into the new 2.x branch. Thank you!

Here's my attempt at replacing the First Class and Retail Ground services with Ground Advantage. If you had one of those services enabled it should enable Ground Advantage for you, but if you've customized any rules for those services I expect that config will be lost.
