Below patch resolves the issue.

It was isssue related to manual Refrence field creation. It sould have been be of type reference not refrerence revision.

Relying on entity queries to check access by default is deprecated in drupal:9.2.0 and an error will be thrown from drupal:10.0.0. Call \Drupal\Core\Entity\Query\QueryInterface::accessCheck() with TRUE or FALSE to specify whether access should be checked.

I have figured out the issue for Submit Button Disappeared, Create New Revision Checkbox Disabled
To restore the submit button in the GIN theme, you can make the "Preview before submitting" option optional. This setting can be adjusted for each content type individually.
