For anyone with the Nodeaccess module: rebuilding the node permissions solved this problem for me.
Go to /admin/reports/status and scroll down to Node Access Permissions. There is a link 'Rebuild permissions'. Click on it. Depending on how many permissions you have, it could take a few second to a few minutes.
Changing to D9.5 as that's where I have encountered this problem.

Still sending the default Email Text on Account Activation

In my case I found and deleted the two entries - one each for DE and EN languages. Now any update on the site user account config pages gets saved as a new DE translation (which is what I require for now). However, the default EN mail text remains the same and can't be changed.
Hope this gets fixed in core soon.
I can confirm this happens, in particular on the Update modules page (/admin/modules/update). See attached pic.
