Ok, if you go into Configuration, open Module filter settings, turn off, "Enhance the Extend page with tabs"

This will help you get to your modules... sans Tabs :-)

Same issue! Just installed on 11.0.0 site with Olivero 11.0.0 theme.
All of the modules disappeared

This is reminiscent of Microsoft dropping its search capabilities out of Windows with the explanation:
Oh well, we didn't think anyone would need it.

Seems there is always the one thing in Drupal that someone mucks up and you have to spend time fixing with patches.
