Add watchdog interface for javascript code to use

There are a number of cases where javascript code should be reporting issues to the system log, not presenting dialog boxes to the user. This seems like an easy win.

An example of the problem: #634628: AJAX "HTTP Error 0" when AJAX operation is interrupted. β†’ . We put a big ugly dialog box in front of the user (formerly) saying that they had an error, when in fact there was no error (or at least nothing they could do about an error). This is a place where stuff should be logged to watchdog.
