clarify type of default set for new fields

As stated here http://drupal.org/node/573696#comment-2026866 there are really two kinds of default:

a. what to save when the user doesn't supply data (and also optionally, what to suggest in a new form)
b. what to display when there is no data saved.

I am guessing that this in the field UI when creating a new field is type a:

'#description' => t('The default value for this field, used when creating new content.'),

I think it could do to be clearer.

'The value to save when a user does not enter data for this field. Changing this will only affect new content.', maybe?
Could we get input from the UX people?

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.

    Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
