Create stable 1.1.0 release

Problem/Motivation

I recently was trying out the UI suite for USWDS on a default core installation and got this error:

    - drupal/ui_suite_uswds[4.0.0, ..., 4.0.1] require drupal/ui_icons_patterns * -> found drupal/ui_icons_patterns[dev-1.0.x, dev-1.1.x, 1.0.0-alpha3, ..., 1.1.x-dev (alias of dev-1.1.x)] but it does not match your minimum-stability.

It would be nice not to get caught up by that error.

It would also be nice for site owners to get security advisory coverage that comes from a full stable release.

I see just a small number of bugs in the module queue and no critical nor major issues.

Would you consider making a stable?

    Thanks for using this module, the stable release is definitely around the corner, just didn't get enough time for a last review of issues...
    Will try to do it in September.
