Remove unused library drupal.anchor_link

Problem/Motivation

anchor_link.libraries.yml defines the library drupal.anchor_link, which is not used anywhere in the module. The only file included by this library is css/anchor_link.css, which does not exist.

Proposed resolution

Remove library drupal.anchor_link.

I'm with you on removing all leftovers.
You could file a new issue to remove the integration with the old LinkIt module, and we could manage better integrations
To remove all other leftovers. ( keep each one on its issue )
