Date test values can be out of range in case of maximum and no minimum date

Problem/Motivation

In case of a Webform with a maximum date and no minimum date, test values can be generated out of range, failing validation when trying to submit the test form.

Steps to reproduce

Add a date element with no 'Date minimum' and with 'today -16 years' as 'Date maximum'. Visit the Webform test form. There's a chance that a out of range is prefilled.

Proposed resolution

Change how test values are generated in case of maximum and no minimum date.
