With reference to 📌 Target="_blank" attribute add to external links. Postponed

Creating a child task to:

  1. Search core and identify all the places we add target="_blank".
  2. Document them here on the issue.

Also sort them into the following categories:

  1. The installer or update.php
  2. Other multistep forms or complex user interactions
  3. Single-step forms
  4. Not a form at all (e.g., the frontpage view, the status report.)
