Require telephone/email for the respective Contact Detail Types

Problem/Motivation

When creating/editing a Telephone Contact Detail for a Contact, it should not be possible to create one that doesn't contain a value for the telephone field. Similarly, for an Email Contact Detail. (Address Contact Detail already requires a Country, which determines which additional fields are required).

Steps to reproduce

  1. Create/edit a Contact
  2. Create/edit a telephone number or email address, leaving the telephone number / email address field empty

Expected:
Field is required

Actual:
Field is optional

Proposed resolution

Make the fields required.
