Fix broken tests: Config objects already exist

Problem/Motivation

There was 1 error:
1) Drupal\Tests\ad_content_js\Functional\AdContentJsGenericTest::testModuleGenericIssues
Drupal\Core\Config\PreExistingConfigException: Configuration objects (ad_content.ad_content_type.javascript_ad, core.entity_form_display.ad_content.javascript_ad.default, core.entity_view_display.ad_content.javascript_ad.admin, core.entity_view_display.ad_content.javascript_ad.default, field.field.ad_content.javascript_ad.field_javascript, field.storage.ad_content.field_javascript) provided by ad_content_js already exist in active configuration

We've had a similar issue in the past, maybe we can learn:

@Grevil found it!

It was a part of the generic test that tests the uninstall and then reinstall. As the configs don't have an enforced dependency on ad_content_js module, the configs were never removed so on re-install the problem occurred!
