I was able to apply this patch while on D10, but I was then not able to upgrade to D11 because even though the info.yml was updated with the D11 version constraint, the composer.lock still showed
"require": { "drupal/core": "^8 || ^9 || ^10" },even after deleting and regenerating the lock file and clearing composer caches.
