Offering to co-maintain Migrate Cron

Problem/Motivation

We are using this module on several large websites that are in production.

The latest commit was in 2023 and there is no Drupal 11 compatible release.
I would be interested in making the module compatible with Drupal 11:

• 📌 Automated Drupal 11 compatibility fixes for migrate_cron Needs review
• 🐛 setTrackLastImported remove in d11 Active
• 🐛 ArgumentCountError: Too few arguments to function Drupal\Core\Form\ConfigFormBase::__construct() Active

I also would like to help get some improvements like ✨ Provide the ability to execute dependent migrations Needs review committed.

I feel like the code base is fairly small (just a settings form and a cron) and we are using most of the functionalities on client websites so I would be able to review patches and fix bugs as part of my work.
