Add dcam as a subsystem maintainer of the Link module

Problem/Motivation

I would like to volunteer to be the Link module's maintainer in Core.

A current Core maintainer recently suggested to me that I might be a good candidate for being a subsystem maintainer. This was based on my recent work in the Core issue queue. I reviewed the subsystems that are currently unmaintained and those that are about to lose their maintainers as a result of the recent maintainer activity survey. Based on that, I decided that the Link module would be a good entry point for me to volunteer. Link is about to lose its maintainer. The issue to make this official πŸ“Œ Remove Mac_Weber as maintainer for Link Field subsystem Active is RTBC at the time I'm writing this.

For the record, I have been a Drupal.org user for 13 years. I went through the new Core contributor training at the Midwest Drupal Developer Summit 2012. After that I volunteered as a mentor for a few North American DrupalCons. For several years my contribution efforts shifted mostly to the contrib space. During that time I joined in co-maintaining the formerly-Core Aggregator module. We got Aggregator fixed up and developed a healthy number of 7k-8k installs. Early in 2025 I returned to working on Core. My main focus has been on improving my ability to write tests by targeting bugs that have fixes but are languishing in the issue queue at Needs Work status due to lack of test coverage.
