Fix Tugboat

It's not a beta blocker, but it's pretty useful to help with testing different MRs functionality

It was just requiring default_content.

This was a personal peeve of mine, and was fixed in demo_design_system 1.0.2 → 📌 Add default_content to the main project composer.json Active but apparently wasn't enough.
Let's get it done.
