These offers need to be created in the project issue queue, even when the person asking for more permissions is already co-maintainer or maintainer. As per Offering to become a project owner, maintainer, or co-maintainer → , they can be moved in the Drupal.org project ownership queue → , 14 days after the offer was posted/moved in the project queue, if the offer has not been declined by maintainers (including the project owner).

Only c-logemann has the Administer maintainers permission, and he last logged in recently.

@danrod I'm not absent but busy with many things. This is the only module I took ownership without using it by myself or for a customer. It was just for helping out when a maintainer/owner was needed.
