social-group_request is missing groups_type in config

Problem/Motivation

A WSOD
Fatal error: Uncaught Error: Call to a member function label() on null in modules/contrib/group/src/Entity/GroupRelationshipType.php:107

Steps to reproduce

I was enabling:
social_group_request, social_course_advanced_request, social_course_basic_request

The groups_content type is missing: group.content_type.group_content_type_7fcb76fdf61a9.yml

these three are in the folder,social/modules/social_features/social_group/modules/social_group_request/config/optional/:

block.block.membershiprequestsnotification_2.yml
block.block.membershiprequestsnotification.yml
core.entity_view_display.group_content.group_content_type_7fcb76fdf61a9.default.yml

These are not:
field.field.group_content.group_content_type_7fcb76fdf61a9.grequest_status.yml
field.field.group_content.group_content_type_7fcb76fdf61a9.grequest_updated_by.yml
group.content_type.group_content_type_7fcb76fdf61a9.yml

I am currently unable to reproduce it with these steps.

I tried on
- a clean alpha 23 install
- a clean dev-main install
- an upgrade from alpha 23 to dev-main

I do see that in 13.0.0-alpha23 the 6 config optionals are present and in the upcoming 13.0.0-beta they are moved to the config/install
