AI Assistant button is redundant if using the 'Bubble'

We would have to make sure to only allow for the plugins that are using selections, but if that is set it could probably work.

@sirclickalot this issue is similar to the one in 🐛 AI Assisant still apears on the CKEditor toolbar even when not present in the configuration. Active rt?

@anjaliprasannan You are quite correct but I think conversation over there was getting quite confused so I wanted to try to be clearer so I thought I would start again with a different approach/reasoning.
