Enabling menu linkset endpoint through a recipe requires a cache clear

When enabling the menu linkset endpoint in a recipe an explicit cache clear is required

- Apply the following recipe:

- Go to /system/menu/account/linkset and get a 404
- Clear cache, refresh and get the expected menu
