Problem/Motivation

Current <header> z-index is set to 750, which is too high for Drupal admin toolbar, reduce it to 501.
With Admin Toolbar contrib modules, the sub modules are not visible.

When the z-index is behind the toolbar in mobile view, the toolbar displacement is missing, which causes responsiveness issues.
