[PP-1] Remove phpcs:ignore in TaxonomyHooks

Problem/Motivation

This is a follow-up to 📌 Fix defgroup open and close that were separated during Hook conversion Active . That issue added a phpcs:ignore directive near the end of core/modules/taxonomy/src/Hook/TaxonomyHooks.php that ignores a bug in the Drupal PHPCS configuration. A report for that bug was created in the Coder module at 🐛 False positive from Drupal.Commenting.InlineComment.DocBlock Active . This issue is postponed pending that fix.

Proposed resolution

Remove the phpcs:ignore directive should be removed after the configuration bug is fixed.
