False positive from Drupal.Commenting.InlineComment.DocBlock

Problem/Motivation

Drupal.Commenting.InlineComment.DocBlock seems to fail if there's a docblock at the end of a class. If a function member of the class is moved after the offending docblock, then the PHPCS test passes.

Steps to reproduce

See the failed pipeline at https://git.drupalcode.org/issue/drupal-3488681/-/pipelines/464037. Clone the MR at that point in its branch. Run PHPCS on it.
