2️⃣ I also created a new Config Actions tag.  I tagged a few issues in the editor/ckeditor modules, but if you find, or know of any config action related issues it would be good to tag so we can track those also.

3️⃣ block_theme_initialize should not create blocks during config sync 🐛 block_theme_initialize should not create blocks during config sync Needs work was merged into 11.2.x and 11.x.There are MRs for 10.4.x, 10.5.x, and 11.1.x up thanks to @godotislate.It's status is Patch (to be ported).  Is that right? What should the next steps here be?
