Bump Drush dependency to 13.6.1

Problem/Motivation

Drush 13.6.1 removes a file that breaks Package Manager on Windows. It would be wise to bump our version constraint for Drush in the project template to ^13.6.1 to ensure that new sites get the fix.

Postponed until Drush 13.6.1 is released, which should be this week.
