Steps to reproduce
The TwilioAdminForm class extends ConfigFormBase, but does not inject both required dependencies (ConfigFactoryInterface, TypedConfigManagerInterface) as expected in Drupal 10+. This causes a fatal error:

Install the twilio module on a Drupal 10/11 site.
Visit /admin/config/system/twilio.
Fatal error occurs.
