Layers panel should not have HR separators when there are no global regions shown

Overview

On a new page, if Global regions are not populated or exposed to the user, the HR tags above and below the Content layer are shown and it looks a bit ugly.

Proposed resolution

Only show the HR above or below if there is a global region above or below.
