Problem/Motivation

Project Browser and Automatic Updates, the main contrib implementers of Package Manager, have both dropped support for Drupal 11.1 and older in their most recent branches, due to the renaming of many Package Manager classes.

Drupal 11.2 and later should conflict with those older versions.
