Admin theme setting for users viewing an admin path using the frontend theme

Problem/Motivation

In some cases users are allowed to add a particular piece of content, but may not have access to the admin theme.

In this event you are presented with the backend setting while viewing the admin form displayed on the frontend.

(ie. Anonymous/Authenticated user can access the node/add/article form, but doesnt have access to the admin theme).

Steps to reproduce

Proposed resolution

Check which theme is being displayed, and then determine if it matches the system admin or default theme.
