Timeslots configuration page doesn't show up on Commerce Config list

Problem/Motivation

The documentation gives you the exact url to go to. Naturally most of us know how the URLS map out in the UI, but when I went to find it (and cleared the caches several times) I couldn't find it.

Note that even Payment which only has one item still has an entry.

Steps to reproduce

Enable the Time Slots module.
Navigate to admin/commerce/config
validate there is no listing for timeslots.

Proposed resolution

I propose we add a page layer just like the rest of the contrib modules have using. It will implement \Drupal\system\Controller\SystemController::systemAdminMenuBlockPage and our existing page will use THAT as it's parent instead... and you should get a nice little "Timeslots" box with the configuration page as a child inside.
