Generally bookable

Problem/Motivation

Hi,
when I enable bee on a node and set availability to "Generally available" I would expect it to be bookable, without creating an event with available state.

Instead I get the error: "No available units."
After I create an event with available state I can create a reservation just fine. Is this intended and I'm missing the point?
