HEAD broken on 10.5.x

Problem/Motivation

Due to 🐛 Daily tests not running on 10.5.x Active it's been difficult to spot the fact HEAD is broken on 10.5.x, but the branch pipelines show it has been broken for a while:

The consistent errors are:

4 x fails in BookMultilingualTest:

Drupal\Tests\book\Kernel\BookMultilingualTest::testMultilingualBookManager with data set #0 ('de')
Failed asserting that '<a href="/node/1" hreflang="de">B+S3&gt;&amp;N\</a>' contains "http://de.book.test.domain/node/1".

Crash in BigPipeRegressionTest:

Drupal\Tests\big_pipe\FunctionalJavascript\BigPipeRegressionTest::testPlaceholderHtmlEdgeCases
WebDriver\Exception\UnknownError: unknown error: session deleted because of page crash
from unknown error: cannot determine loading status
from tab crashed

jQuery Events Deprecation Tests under Nightwatch:

BookMultilingualTest started with 🐛 LanguageNegotiationUrl unnecessarily adds domain to outbound URL's Active

BigPipeRegressionTest crash appears to be caused by 📌 CI: Using stale drupalci chromedriver image (`chromedriver` is stale, `webdriver-chromedriver` gets updates) Active , maybe we just revert to the old CI image there for now.

Nightwatch problem appears related to 🐛 [random test failure] jQuery Events Deprecation Tests (Tests/dialogDeprecations) Active although that was reverted?

Reverted the above three from 10.5.x (and the chromedriver change from 10.4.x) which should hopefully make things pass again.

The last 10.5.x had the usual array of random fails but at least one complete pipeline was fully green.
