Cannot save unpublished versions of published content on the layout builder page

Problem/Motivation

When I try to save content from "publish" to "draft" on the layout builder page, I get the following error: "You can only change the book outline for the published version of this content. Visit Book outlines page to make changes."
However, performing the same action on the edit page doesn't trigger this error.
