Replace README.txt with README.md and update README.md file

Problem/Motivation

We should be using README.md instead of README.txt to make use of the nicer rendering via markdown.

We need to replace the README.txt with a README.md and follow the template guidelines: https://www.drupal.org/docs/develop/managing-a-drupalorg-theme-module-or... →

Please note that this module is deprecated, and it's better to use the https://www.drupal.org/project/ckeditor5_plugin_pack → instead, but I'm doing some work on this because I'll be supporting a few old sites that rely on this module and need to do some refactor a bit on this.

This issues applies to both branches (2.0.x and 8.x-1.x)

Steps to reproduce

README.txt is outdated and doesn't have the proper format
