To avoid the odd non D11-ready module from being a blocker, I still start new projects in Drupal 10, since not all contrib modules are Drupal 11 ready yet -- though it's getting better all the time:

Also Drupal 10 EOL is more than a year away:

Drupal 10 will reach end of life mid-late 2026, when Drupal 12 is released. The exact date is not yet set. Check out the sample release schedule for estimates.

Yes, version 1 is 10 and 11.0 compatible.
This relies on required in 11.1 which is why I set that as the minimum.
Someone said they were using the patch in 10.x though.
