I think its worth mentioning the two primary components, sidebar and top bar in the description, combined with taking inspiration from the existing toolbar module description.

Seems pretty straightforward and reads fine.

I'm not sure about experience here, could we directly say it provides the sidebar and top bar 'Provides and administrative side bar to [...] and a top bar to [...]' maybe?
