My project is looking to get to D11 and this one is on our list, so I'm offering to help co-maintain to get a D11 release out.
I probably would start a new 4.0.x branch for just 10.3 and 11 so that we can use typehints, php8.3 standards, attributes over annotations.
Currently help maintain 40+ modules and a few sub-components on Drupal core.
