Conflict with core navigation module

The core navigation module also uses layout builder. This module creates errors on it's settings page.

Enable navigation, enable layout_builder_restrictions_by_role and go to admin/config/user-interface/navigation-block. Try to add a block.

Exclude navigation from the restictions.

I have converted the patch to MR and tested it On my local it is working fine

Moving the issue to RTBC and lets wait for some more reviews
