Store selection of menus/blocks/vocabularies to import/export in config

Problem/Motivation

Which exact menus/blocks/vocabularies are imported/exported in a project usually does not change, but currently you have to re-select these any time you import or export.

Proposed resolution

We should store this selection in config and prefill the checkboxes using those values. The Drush commands could also use those values as defaults, and the force import mode could use this information to only delete menu items/blocks/terms from selected types, instead of basically wiping the whole site.
