As part of ✨ [PP-3] Use Gin admin theme Postponed the discussion has started on moving away from Centarro Claro as a default admin theme and, following the path of Drupal CMS, standardizing on using Gin.
However in order to remove dependency in centarro/centarro_claro the installation part of the theme must be moved over and shipped along with the installer.

User interface
I removed support for D10; otherwise, LGTM. Tested and works precisely like Centarro Claro. I also checked that the theme is not installed nor available after the site is installed which is expected. Thanks
