After inserting EBT block via layout builder, contextual buttons for edit/delete.. missing.

Change code resposible for hiding everything in block that isn't contextual link related.

Changes are made on on 11.x (our main development branch) first, and are then back ported as needed according to the Core change policies → .
Fixed encoding error. Converted patch file from UTF-16 to UTF-8.
Now patch sucessfully apply and contextual button is visible also for EBT module.
Patches should be in MRs
Steps mention installing contrib modules, can this be reproduced in standard Drupal?
