Ahh, this is duplicate of ✨ Export images uploaded via CKEditor Active , I tested it and it works perfect
Stand-alone File entities are created when using IMCE in combination with CKEditor. This is done by using the Insert Image via URL button and then clicking on the magnifying glass icon to bring up the IMCE dialog. If the Upload option is used, a new File Entity is created but it is not associated with any content or media field.
It would be nice to be able to export/import these file entities, ideally as a VBO plugin that could be added/configured to the Files view so that individual files could be selected and then a single export is created.
