Seems to be all the header blocks. If I disable them, it looks okay. I assume they show up now because XB is showing the header now.
Needs to be a proper way of getting the blocks showing up where they should be. Note that I moved all CivicTheme config to optional in the base theme in order to prevent most of the default config from getting installed. Ideally, we'd get the header/footer back into shape but that's a separate issue that I should create.
