Toastify is not defined error on LB pages when Toastify set to "do not load"

Problem/Motivation

After 🐛 Toastify dependency not loaded well. Active when Toastify is set to "Do not load" you get a console error because the library is always added.

Prior to that issue the library was only added if the Toastify config was set to CDN or composer.

Steps to reproduce

Install dev release of 1.0.x or 2.0.x
Set Toastify to Do not load
Visit LB page

Proposed resolution

Check settings again.
