Top bar title is empty when Page data title is empty

Overview

Discovered in 🐛 Changing page title doesn't update in the review changes panel Active , in that issue when you clear the title in the Page Data from we fallback to the saved entity label.

If you clear the title in the Page Data from the top bar title is also blank.

Proposed resolution

I chatted with @lauriii and he agreed this should fallback to the saved label also

    I have followed the steps mentioned in the issue description:

    1. Cleared the title in the Page Data form.
    2. Observed the Top Bar Title after clearing the title.

    Findings:

    The Top Bar Title is not empty; it correctly falls back to the saved entity label as intended. This matches the expected behavior mentioned in the description.

    It seems that the reported issue is no longer occurring. We can consider this issue as resolved.
