Add support for Help text element

This is a great suggestion. The help text configuration in the Webform module consists of 3 configuration options which can be exposed as metadata fields:

metadata {
  help: String,
  helpTitle: String,
  helpDisplay: WebformHelpDisplayOption
}

enum WebformHelpDisplayOption {
  ELEMENT_AFTER
  ELEMENT_BEFORE
  TITLE_AFTER
  TITLE_BEFORE
}

Not sure why the MR is opened against 1.x branch the FR is for 2.x
