Add configure links for all submodules

Problem/Motivation

Configure link is not present for the AI Content Suggestion module on the module listing page.
We need to find out all such modules not having the configure link and add them together.

Steps to reproduce

- Install AI content suggestions module.
- Go to /admin/modules
- Filter by "AI content"
- Notice the configure link is not present in the module row in the table
- But the module does provide a configuration page at /admin/config/ai/suggestions.

Proposed resolution

Fix configure links for all submodules.
