Fix internal anchors validation regression. HTML purifier changes

Problem/Motivation

A bit of history, this html purifier was brought in to deal with unexpected issues we had with regex processing, the purifier filters out html comments for us which helps reduce the weirdness we were seeing however it also incorrectly filtered out the anchor attributes we need to use to process and validate.
